Present: Tracy Allison (Med-QUEST Eligibility Branch), Barbara Luksch (Hawaii Covering Kids), Chris Wong (Med-QUEST Policy and Program Development Office), and Jeffrey Young (Med-QUEST Eligibility Branch).
1. HAWI generated notices are limited to 34 lines and 70 characters per line.
2. Keeping Hawaii Administrative Rules information is important because some people read them after receiving a notice.
3. Chris checked with BESSD and they can accept copies and faxed information.
4. Ten-day pending is from the date an eligibility worker inputs information. It is tied to federal adverse action. Since more documents are now required to determine eligibility, customers should be advised they can request more time.
5. Notice M013 can be used for anything, but the lines shift all over in HAWI. Chris is researching a possible solution with Gail Omura, Maui Med-QUEST Supervisor.
6. QUEST-Net notices are confusing for customers, eligibility workers, and do not provide enough accurate information.
7. Approval Notices: Decided we cannot combine different notices. We will rewrite M100, M130, M173, and M181. It’s a federal requirement to show calculations and is also helpful for administrative appeals.
8. Denial Notices: Must rewrite M200, M205, M207, M208, and M281.
9. Closure Notices: Must rewrite M600 (add pending date), X620, M685, M687, M688, M690, and M698.
10. Auto Letter: Barbara will write a draft. It will be generated when the case is registered. Prepopulated information will include date application was received. Explain customer will get a notice from Med-QUEST if more information is needed or the application is approved or denied. Will tell customer copies of citizenship, alien status, and photo identification documents are required and if not attached to application to please send (8000J will accompany the letter).
